UCX without DECnet?

The Question is:

 
Will UCX run on a VAX without DECNET?  Why does DECNET have to be started before UCX?

The Answer is :

 
  DIGITAL TCP/IP Services (UCX) will quite happily operate without DECnet.
 
  DECnet Phase IV changes the Ethernet controller address, and a product
  that uses the Ethernet drivers must be able to contend with having the
  address change dynamically, or the product must be started after DECnet.
