Callable NCL?

The Question is:

 
Is there a kind of 'callable NCL' ? For a little X.400 MTA monitor I call MCR
NCL SHOW MTA PEER MTA * this,that , write the output to a file, and then
parse it with DCL.
This consumes too much CPU on an EV4 2100 Alpha.
Is there a way to do this completely from a program written in C ?
