HELP/MESSAGE returns only message number?

The Question is:

 
Due to a system failure I have had to re-install VMS on my trusty old
VAXstation VLC.  When I do a $HELP/MESS all it returns is the message number.
This is a known problem in VMS but I can not remember which file it is I have
to copy back on to my system, or the patch.
 
Can you refresh my memory please.

The Answer is :

 
  The "known problem" you reference is likely the OpenVMS VAX V6.2 problem
  with the SYS$COMMON:[SYSLIB]MSGHLP$ENGLISH.EXE image -- your report has
  a reference to V6.1, which would tend to point to a problem other than a
  problem with HELP/MESSAGE that is known to affect only OpenVMS VAX V6.2.
  Or to an incorrect version specification.
