how to correctly perform Y2K testing?

The Question is:

 
During the year 2000 tests, I've changed the system clock after 1-JAN-2000
and then set it backwards to current time.  After rebooting the machine
(MicroVAX 3100-40) I got the message %DNS-E-BADCLOCK.  DNS refused to start
until the time will be set again to the future.
 
I have two MicroVAX 3100-40 on the LAN, both running DNS V1.1.
 
The problem can be solved by a complex procedure that includes deletion of
DNS global section.
 
My question is: how can I change the system clock into the future and then
backwards WITHOUTgetting the BADCLOCK message.
