OpenVMS PATHWORKS as Primary Domain Controller?

I want to set my Alpha server to be the master browser.  Currently the
clients are constantly competing to be the master browser.  How do I set the
server to always be the master browser?

The Answer is :

 
  The "Master Browser" is always the Primary Domain Controller (PDC).
  Assuming you are using a released version of PATHWORKS, you will want
  to contact the customer support center, and inquire how to configure
  the OpenVMS host as the PDC.  (The command likely involves use of the
  PATHWORKS configuration tools or the NET ACCOUNT/ROLE:PRIMARY command,
  but there can be a number of factors in switching around the PDC (and
  BDC) roles among systems that should be first discussed with the folks
  at the customer support center.)
