Internal (binary) format of UTC?

The Question is:

 
What is the format of the 128 but UTC timestamps?  I want
to be able to decode these on non-VMS systems but have not
been able to find out the format.
 
 
 
 

The Answer is :

 
  The internal format of the 128-bit UTC format is deliberately "opaque";
  deliberately undocumented.
 
  The text-format UTC time is the prefered (and standard) mechanism for
  importing and exporting UTC time values, and there are system services
  available that will convert from the internal to the external
