DECterm fails to start for one user?

The Question is:

 
When I try to startup DECterm, nothing happens.
If I look in the "Work in progress" screen, it shows a
DECterm task is active or done. DECterm was operational
previously for me, and just recently, it stopped for no
apparent reason. DECterm operates fine for other users or
if I log in under the system account.

  Please contact your software support organization or the customer support
  center -- there is insufficient information here for the Wizard to formulate
  a response.  Expect to be asked about the version of DECwindows in use (and
  any ECOs that have been applied), as well as various other questions on your
  current hardware and software configuration, as well as the usual questions
  seeking any changes made around the same time that DECterm stopped working.
