PATHWORKS eXcursion configuration?

The Question is:

 
Excursion
I am setting up Excursion on a Win 95 (Pathworks
32) system
attaching to a VAX Pathworks server (50F).
When I try DECNET, it says that DECnet is not
installed on the PC, but the transport is there
and I can even transfer files with NFT.  The
node names are defined on both the PC and VAX.
 
When I try tcp/ip (UCX is installed), I get
the error:
UCX$RSHD PERMISSION DENIED HOST ADDRESS
on the PC and:
Internet ACP RSH reject request - no proxy cache from
host 198.253.205.250, which is the PC.
The hostname WARD is set up in UCX for this
address above.
 
Can you help with this problem?
