Acquiring ECO kits?

The Question is:

 
I ordered the OpenVMS Year 2000 Readiness Kit.
I printed out the .txt file I needed to install
the kit for 5-5.2. Then the instructions say
that I need to install VAXSHAD09-U2055 first.
I do not have this kit. It is not on any of the
media I received. Where do I get this kit? And
why send me the y2k kit that cannot be loaded
until I load another kit, which is not part of this whole packet? Please, I
need some help.

  The Wizard understands your concerns over the apparent incomplete
  nature of the Y2K ECO kit, others have mentioned similar concerns.
 
  The OpenVMS Wizard hopes that the (future) OpenVMS Wizard that will
  putting together the OpenVMS 2038 kit -- should such a kit be deemed
  necessary -- will take these requests into consideration.
