Configuring a Modem on OpenVMS?

Hi,
 
RE: Install Modem on to the MicroVAX 3100-40
 
I have search through your data and found something, but I was unable to use
it to configure.
 
Could you please kindly guide me on the installation of the modem to access
the VAX.  I do not have the full set manual, that's why I am approaching you
for help.
 
The modem I am having is a MultiTech 14400.  As it does not have a command
to set DTR to high, is it neccessary?
