VAX prompting for time?

The Question is:

 
We have a VAX 6000-610 which is functioning correctly except for one thing.
Whenever it boots it asks for the time and date. We set it, and reboot, and
it seems to forget and ask for the time and date again. We have tried
performing a DCL SET TIME command
 to synchronise the TOY but this did not work either. We do not think that
it is a console battery problem as this has been changed.
 
Any clues please?

The Answer is :

 
  Assuming that the console timekeeping is operating correctly, check the
  settings of the SETTIME and TIMEPROMPTWAIT parameters using SYSGEN.
