TCP/IP (UCX) lpr unknown host problems?

The Question is:

 
I am trying to setup a LPR/LPD print queue but I seem to be running into a
user permission problem.  When a user sends a print job to the alpha (from
an AS400), the print job is retained on error in the lpd queue and the log
states that there was a host/u
sername mapping problem and that !AS is an unknown host.  I have tried to
add valid hosts and remote_users in the proxy database with no luck and I
have set the lpd service flag so that it is not using an application proxy
but this does not seem to help.
