New modems don't work?

The Question is:

 
I have 3 Hayes Optima 14.4 modems and tried to
switch 1 of them to a 56kbs U.S. Robotics
V.90 Sportster (external) and cannot get
any responses to "AT" commands....
 
The machine is a Vax 4500 running vms 6.1...

  Please see existing modem troubleshooting discussions.
