DCL access to IP sockets?

The Question is:

 
I would like to write a DCL procedure that opens a
socket to a hostname, send a text message and
close the socket.  Can this be done from DCL?  What
resource do I look at if this is possible?

The Answer is :

 
  DCL does not support direct access to IP sockets.
 
  DECnet-Plus, which can operate over an IP transport, can allow this
  from DCL as this is possible using the DECnet interface.
