Retrieving outstanding OPCOM requests?

The Question is:

 
In DCL I can issue REPL/STA to obtain a request number: ie
Request 15, from user CM73_INST on ZIPPY
 
Is there any way of getting the request number from a program (any language)

The Answer is :

 
  The usual approach is the sys$sndopr system service to issue the
  operator request, and when the request is sent out the request ID
  value is available.
 
  If, on the other hand, you are looking for an automated mechanism
  to service operator requests, the Wizard is unaware of a supported
  mechanism to retrieve the outstanding requests in a format suited
