TCP/IP (UCX) NTP Master Clock? (provider)

The Question is:

 
Can I configure a VMS system to be a master time server?  What I mean by
that is I have an accurate clock (Spectracom Netclock/2) and I would like to
connect it to a VMS system serial port and have UCX "read" the time from
that port.  This accurate time w
ould then be distributed on our network via NTP.
 
I have done this with DTS and UCX/NTP but was wondering if this is possible
w/o DTSS (DECnet).
