TCP/IP (UCX) V4.2 FTP corruptions?

The Question is:

 
Why does rcp from OpenVMS (UCX 4.2) fail when copying zip files.  It
corrupts the file.  I can copy text files to buth NT/UNIX with no problem
but rcp on VMS corrupts zip files.  Is there a version of RCP for ucx that
allows me to specify binary files so
no character translation/replacement take place ?
 
 Sending zip files between Unix/NT works fine.  If I ftp the file from UCX
it's fine too...but I need to use rcp.

  Please acquire and install the current ECO kit for TCP/IP Services for
  OpenVMS (UCX).  If the problem persists with the current ECO installed,
