COBOL on OpenVMS Alpha?

The Question is:

 
Is their a cross-compiler available for compiling
same COBOL source code on both OPEN VMS 7.1
system and on an Alpha Machine  ?
 
If available please provide me with the requisite
product information.

  The answer is effectively the same -- native COBOL compilers for OpenVMS
