AlphaStation 200 crashes? (minimum OpenVMS version

The Question is:

 
Can't boot V6.1 CD on AS200/166. Get bugcheck
Also can't boot a V6.1 system disk that was
built on DEC3000-300L. Need to boot this disk
or cd to update the disk before I go to v7.1
since it has oracle databases on it and need
to verify that I can upgrade to latest version
of oracle without loosing database data

  Information on the bugcheck is often useful in narrowing down
  the particular problem, and access to the dump file can be
  required to resolve the problem.  In this case however, the
  problem is apparent from other information provided:
