SET HOST/DUP to HSJ fails with NOLOCEXE?

The Question is:

 
I am getting the following error when trying to connect to one of our HSJ
controllers.
 
$ SET HOST/DUP/SERVER=MSCP$DUP/TASK=cli    hsjc2
%HSCPAD-F-NOLOCEXE, Local program not executing
-SYSTEM-W-NOMSG, Message number 00008000
%HSCPAD-S-END, Control returned to node
 
I have checked and there are no other connections.  How do I clear this
problem.  I can connect to all of my other controllers without problem.

The Answer is :

 
  Please contact the customer support center for assistance -- information
  on the specific HSJ controller involved, as well as the firmware revision
  in use on the controller may well be required to resolve this.
 
  Though you have reported no other connections to the HSJ, potential (and
  typical) sources of this error include typographical errors, a problem
  with the controller, and those other connections you checked for.  One
  option would be a controller reboot, to determine if this clears the
