Pagefile negative reservable? (see FAQ)

The Question is:

 
Hi, I am looking after an Alphaserver 2100 cluster and when I do
show/mem/files a negative number is displayed for the reservable pagefile.
When not many people are logged in this returns to a positive number that is
roughly half the size of the pagefile.
 Is this some kind of pagefile fragmentation ? The system has not been
rebooted for over 300 days.
