User licensing and extra serial lines?

The Question is:

 
We have 16 user licence on our VMS. When I using TCP/IP to runing my
application. I could have max 16 users login. But when I used 2 DECServer
700, I could have more than 16 users login. Why does DECSever 700 can have
more users than the user license that
 we have?
 
 

The Answer is :

 
  Your OpenVMS license is for 16 users.  OpenVMS does not prohibit you
  from connecting additional serial lines to the system -- the serial
  lines might be used for serial printers, outbound serial line modem
  connections, or for dedicated application displays, for instance.
