Windows NT and BACKUP?

The Question is:

 
How do I read backups from my VAX 8300 on VMS ver 4.7 on an external 9-trac
tape drive attached to a DOS/Windows NT computer. I need to restore files
from the VAX 8300 onto the computer with external tape drive, QualStar 3400
Series Model.

  The Wizard has seem reports of tools available from various third-parties
  for this task -- please ask a Windows NT Wizard for information on
