What is the necessary patches I would need to install once I upgrade from
VMS 6.2 to 7.1

The Answer is :

 
  Access DSNlink and acquire the article with "incorporated" in the title,
  or contact the customer support center and request the current list.
  Alternatively, use http://search.service.digital.com/ to search for kits
