Configuring HSZ52; device offline?

The Question is:

 
I'm trying to configure an HSZ52 controller
and I'm having the following problem:
 
I have a wide shelf with HS1CP-VW drives and an
16-bit to 8-bit peronality module. I have the
current (brand new) version of the firmware.
 
When I us CFMENU to configure the system, it
sees the drives. I can init them and associate
them with a unit.
 
When VMS comes up, it too sees the drives.
However, when I try to do a VMS init on them
they come back 'device offline'.
 
DILX also complains that there are no units to
exercise.
 
When I do a HSZ Show Disk DISKXXX, it reports
the drives as HSC1P-CS. Is this the problem or
is something more subtle happening?
