Documentation on OpenVMS System Management?

The Question is:

 
I am doing some research for a paper on OpenVMS systems.  I cannot seem to
locate what systems management features OpenVMS systems have.  I have found
multiple third party vendors who make systems management software for VMS,
but nothing about the core VM
S system.  Please Help.

  Information on OpenVMS system management is covered in the OpenVMS System
  Management Manual, as well as in ancillary manuals such as the DECamds
