The Question is: Is it possible to delete an NLP device without restarting the system? If so, how? The Answer is : Terse questions beget terse answers. The answer may not be to the intended question, as the question can be subject to interpretation. The Wizard is not familiar with any device using the NL name, other than the null device NLA0:. Device names that are not registered should use (only) the letter J or Q as the first character of the device name. The Wizard will assume that the NLP is to a device (and to a device other than the NLA0: null device), and that the particular device was not created with the cloned UCB option. If these assumptions hold, then the answer is "no".
