Using a modem with OpenVMS?

The Question is:

 
I'm having a problem with a US Robotics Courier
High Speed Modem (v.34)28.8k.  I have the modem
connected to a vax 3100, and when I call in it
seems to connect fine, but after I get the Connect
prompt about three to four seconds later I get
a No Carrier prompt.  Will this modem work with this
machine, or do I have to set the modem to a certain
standards?? Help?
