Can PDF files be created on the VAX?

The Answer is :

 
  The OpenVMS Wizard is not particularly aware of utilities creating
  Adobe PDF files on OpenVMS -- PDF files are generally created via
  a utility or tool, while Adobe generally controls the PDF format.
