No 2am during switch to daylight time?

The Question is:

 
What's the deal with calling mktime() with the
date  '4-APR 1999 02:00' - actually any value
during the hour '2' (am)
 
Daylight savings
 
returns Feb, 7 2106.
 
Have tried passing tm_isdst = [-1, 0 and 1] same
result.
 
 

The Answer is :

 
  Well, when last the OpenVMS Wizard checked, the switchover to daylight
  savings time has a change from 2am to 3am occur at this time -- there
  is no such time as 2:00 on this particular date when in an area that
  switches from standard to daylight time on this date.
 
  If this does not resolve your question, please contact the Compaq
  Customer Support Center.  Expect to be asked for a small example of
  source code that demonstrates the reported problem.
