TSM slow on DECnet-Plus? (OpenVMS VAX V7.1)

The Question is:

 
I am using TSM version 2.1.
At the TSM> prompt I enter ...
TSM> USE SERVER name
where name is defined in the database but is
currently not available.
Under DECnet Phase IV it only took a few seconds
to respond but under DECnet/PLUS v7.1 it takes
over a minute before failing to connect.
 
Is there any way of reducing this timeout?
 
The command SHOW SERVER ALL now takes about an
hour!

The Answer is :

 
  You will want to acquire ECO4, and will also want to acquire a copy
  of ECO5 (or later) of DECnet-Plus once that becomes available.
