Desperately seeking SYSDEVCTL?

The Question is:

 
I require the SYSDEVCTL.TLB in order to setup printer queues but it is not
on the system.
Is this a optional library or should it have been istalled as standard ?
 

The Answer is :

 
  SYSDEVCTL.TLB is created by the system manager -- see the section
  on using device control libraries in the OpenVMS System Manager's
  Manual, in the chapter on managing queues, for information on
  setting up and using device control libraries.
 
  To create a device control library, use a command similar to:
 
    $ LIBRAR/CREATE/TEXT SYS$COMMON:[SYSLIB]SYSDEVCTL.TLB
 
  This command creates the default device control library, SYSDEVCTL.
