TCP/IP and unplugged sockets?

Listing of the device sockets reveals a large number of them that looks like
the one below:

Is this normal? What is the use of such a device socket?

The Answer is :

 
  In general, acquire and apply the current ECO for TCP/IP Services.
 
  Find out which applications -- if any -- are using this or the other
