Should I buy this controller?

The Question is:

 
PBXDP-AA is a PCI-based 2 port synchronous controller. People are telling me
to buy this controller. The question is Why and for what purpose do I need
that kind of controller

  What particular problem(s) are you trying to solve?  Draining some funds
  from an overly full bank account?  Decorating the wall over the dining
  room table?  Pleasing the people that are telling you to purchase this
  particular controller?  Connecting to a remote network via a synchronous
  communications link using an (unspecified) protocol such as X25?  Without
  additional contextual information, the OpenVMS Wizard is unable to answer
  this question.
 
  That said, this is a useful controller, and it does work for its intended
  purposes -- please check the Software Product Descriptions (SPDs) for the
