Access to RMS files from PC?

The Question is:

 
I would like to know whether it is possible to  access VMS RMS files which
is residing on VAX server from a Visual Basic 5 client residing on Windows
95. We would like to use Visual Basic 5 as the client and VAX VMS RMS files
as the data files. Could you
please let me know whether it is possible to do that. If it is possible
kindly let me know.
