Help with Unix account management?

The Question is:

 
I select Account Manager and I'm logged in as root.
I don't get a error message but nothing ever comes up?
I have tried both adduser and dxaccount with the same
result, which is the system has the application
locked out...  How do I unlock or kill the process that is
causeing this...

The Answer is :

 
  If you're logged in as "root", you're asking the wrong Wizard -- you
  have reached the OpenVMS Wizard, not the UNIX Wizard.
 
  Please contact the Compaq Customer Support Center for assistance with
