Do we need a DECevent license PAK?

The Question is:

 
Hi....
 
We recently upgraded to VMS 7.1-2 and lost our
analyze/error feature.
 
We are currently having either disk or controller
errors and were referred to DecEvent and
the DIAGNOSE command.  We currently have no license PAK for
DecEvent.
 
Now for the fun part....Our VMS software provider
claims that they are not responsible for providing us
with the VMS license and to contact our hardware support
rep.
 
Our current hardware support vendor (Non-Compaq)
has no Idea what we are referring to.
 
I was presuming that our VMS supplier would be responsible
for providing us with the license PAK?

The Answer is :

 
  The DECevent PAK is only required for advanced error analysis and
  notification functions.
 
  No license PAK is required for basic DECevent operations.
