Local language customization of OpenVMS?

The Question is:

 
My users do not understand English and I would
like to overwrite some of the system messages
with messages of my own.
for example:
(1) type/page=save generates an information
line at the bottom of the screen explaining
the function of certain keys, I wish to write
my own informational line.
(2) within tpu I want to change the prompt
"Forward find:" to a different prompt.
 
How can I implement these changes ?

  Please contact your regional Compaq Customer Support Center for assistance
  with local language customizations.  These changes would require patching
  or otherwise rebuilding specific OpenVMS components, something that is
