Shadow copy stuck?

The Question is:

 
We have FOUR(4) VAXes connect thru CI Cluster.
These Systems are VAX 7610(2 SYSTEMS), VAX8530 &
VAX 6410. Out of Thirty five(35) RA72,RA73 disks
we have Nine(9) Shadow sets.
The problem is:
If we re-boot only one system, most of the
shadow secondary disk doesn't copy from primary
disk and shows 0% copy untill we re-boot
all the systems again.

The Answer is :

 
  Please acquire and install the current available shadowing ECO kit.
