LATCP and NOSUCHDEV errors?

The Question is:

 
dear wizard,
 
i am trying to load power monitor for UPS support on a VAX station 4000.
when i try to configure the serial port using RUN SYS$SYSTEM:LATCP i get a
"SYSTEM-W-NOSUCHDEV no such device available" error.
what should i do?

The Answer is :

 
  The OpenVMS Wizard will assume that you know that LATCP is the LAT
  control program, and that the LAT$SYSTARTUP.COM procedure is typically
  used to configure dedicated LAT terminals.  (You specifically refer to
  configuring the serial port, and LAT$SYSTARTUP and LATCP are used to
  configure LT devices that reference remote serial devices -- LATCP is
  not used to configure local serial devices.)
 
  As a first step, ensure that LAT has been started -- see LAT$STARTUP.COM,
  and specifically see the comments at the top of the procedure for how to
  start up LAT appropriately for your current environment.  Also ensure
  that the necessary LAT configuration commands have been added to the
  LAT$SYSTARTUP.COM command procedure.
