Problems with OSF-BASE license PAK?

The Question is:

 
When loading a new license for osf-base I am receiving the error:
"attempted usage exceeds active license limits".
Is there an easy way around this error?
 

The Answer is :

 
  OpenVMS does not generally use OSF licenses such as OSF-BASE -- please
  contact the Compaq Customer Support Center for assistance, as it appears
  your question might be specific to Tru64 UNIX.  (You have reached the
