POSIX on OpenVMS Alpha V7.1-2?

The Question is:

 
We have just upgraded to 7.1-2 on an alpha.  We upgraded to Posix 3.0 from
the distribution CD.  When trying to start up Posix though, we are getting
the following error when sys$system:posix$init.exe is executed:
 
Posix_init-F-Init_error, init routine failure
 
I reinstalled, and double checked the dates of the executable, to make sure
it was indeed replaced on the isntall--and it was.  Since this error message
isnt too descriptive, I am not sure where to turn next. I went through the
release notes looking for a
id in the event of a failure in this routine, and found nothing.

The Answer is :

 
  The POSIX package has been retired, and standard support for the package
