SMTP Mail is bouncing?

The Question is:

 
Hi, I am using UCX 4.2 in an AlphaServer 800 with OpenVMS 7.1 and I can send
mail to any user in the internet because I am using a alternate gateway in
the SMTP configuration but I can not recive.
 
When a user of the internet send a mail to a user in the local node, the
user UCX_SMTP send a mail to the user in the internet with this text:

The Answer is :

 
  Acquire the current ECO for TCP/IP Services for V4.2 or upgrade to
  V5.0 or later.
 
  Then check the SMTP logs, to see what (if anything) is reported.
 
  Ensure that all prerequisite and core services are available and
  configured, such as PORTMAPPER.
 
  If the problem persists, please contact the Compaq Customer Support
