Null OpenVMS print symbiont?

The Question is:

 
Application requires a null print queue to allow issue of mandatory
unrequired print jobs.
Queue created using a LAT port which does not have a phy. port assigned.
I.e LAT991:.  Queue
initiated using /ON=LTA991:
 
When a print is issued it causes the queue to stop, not stall.  Queue cannot
be restarted.
 
Why?  How can i configure a 'null' printer queue?
