BACKUP Process Quota (EXQUOTA) error?

The Question is:

 
I can find no information available in documentation regarding ACP error
messages.
 
Here's to error text:

Which quota is being exceeded here?

The Answer is :

 
  Please set your process quotas per the OpenVMS System Management
  documentation on using BACKUP and try again.  BACKUP is sensitive
  to the proportions among the various quotas.
