Problems with DISMOUNT/ABORT?

The Question is:

 
What is happening when you use the
DISMOUNT/ABORT command? Even though I appear
to have all the privileges mentioned, the
tape does not fully dismount and unload the
tape currently on my tape drive.

The Answer is :

 
  The OpenVMS Wizard will assume you have checked for available ECOs, and
  have applied any found.
 
  Assuming that /ABORT and /OVERRIDE are used on the DISMOUNT (and fail)
  (and /UNLOAD is specified on DISMOUNT), please contact the Compaq Customer
  Support Center.  It obviously appears that your tape device is locked in
  an odd state, and additional research will be required.
