Changing DECserver characteristics?

The Question is:

 
I am having problems setting up a DECserver 250 and 200.  I tried to set the
terminal server in local mode on any of the ports and was unable to do this.
I received an error message of 708 when trying to set the port to a local
state.  Is there something
 I am doing incorrectly.  Please advise me of the correct proceedure of
adding a vt terminal to a terminal server.

The Answer is :

 
  One potential approach involves the use of the DEFINE command available on
  various DECserver devices, and a reboot.  If that fails or is not available
  on the particular DECserver software version loaded, please contact the
  Compaq Customer Support center for assistance -- information on your local
  configuration and firmware version, as well as the commands and the error
  messages, as well as any remote host access operations that might be in
