Problems with Freeware UNZIP on OpenVMS V7.2?

The Question is:

 
I have tried to install the gawk software on the free software page.  I have
also tried to unzip as directed.
 
It does not work as directed.  Is there something that I should be adding to
get it to run.
 
 

The Answer is :

 
  There is a known problem with certain pre-built copies of the UNZIP tool
  found on the OpenVMS Freeware V4.0 000TOOLS area -- the version of the
  Freeware distributed with OpenVMS V7.2.  The pre-built images will return
  "BILF" errors.  Rebuilding the UNZIP tool (from the provided source code)
  has been found to resolve this failure -- the images provided on the
  Freeware contains a known bug, and have been found to be built from older
  source code.  Future releases of the OpenVMS Freeware will contain images
  built from newer source code.
 
  When posting questions, please consider that you have reached the OpenVMS
  Wizard and not the OpenVMS Psychic -- the OpenVMS Wizard can only guess
  at what "doesn't work", and finds that the inclusion of the the commands
  used, the error message(s) received, and relevent details of what happened
  and what was expected to happen very helpful in providing you with answers
  to your question(s).  Sometimes the OpenVMS Wizard will guess correctly,
