Image Conversions to TIFF? (CDA)

The Question is:

 
Need to know for a customer of mine if CDA converter can convert certain
files of his to TIFF format.
His files are primarily image files created on a pc with cofax controller
card, software and scanner of some sort.
I had a typo in my email address: This is a resubmit of a question.......
 
 
These files have a 2 byte header: the first byte is page size and second
byte is resolution of image. The rest is graphics I assume (oh boy).
The files are on the vax via pathworks thus the reason we wanted to try
something from the vax to do the conversion instead of from the pc.
Supposedly there are 7 million of these files they want to convert.
If CDA can't help out of the gate, is there a possibility of first using a
vms utility like "convert" to get the files to something cda can handle?
