Third-Party FTP OPENCTRL error? (TCPware)

The Question is:

 
I've just installed and configured TCPIP services version 5.0. When I try to
FTP to any host I get the following error.
 
$ ftp 141.23.26.234
%TCPWARE_FTP-E-OPENCTRL, failed to open control connection
-SYSTEM-W-NOSUCHDEV, no such device available.
 
I cant find a reference to this error in the UCX documentation.

The Answer is :

 
  Given that the error message indicates TCPware and not TCP/IP Services,
  you might want to check with the TCPware product support folks.
